what i mean is, what if your name is "crime.mob" a pve character, and you just got an obsidian chest plate, and it is "assigned to crime.mob"

Then you delete crime.mob, and create "crime.mob" a PVP character, could you use the obsidian chest plate?

i've been thinking about this because I want to have cool looking armor in pvp without having the handicaps of a pve character (such as no skills), would this work?

No. Armor is char specific, not name specific.

Yep, anything that's linked will be linked to the character. Even if you remade the character exactly as it was, it still wouldn't be the same character and nothing would transfer over to that new character.
